He is the son of Mr. & Mrs. Bernard F. Kissel, Sr. of Philadelphia, Pennsylvania, and he is a 1964 graduate of Father Judge H.S. in Philadelphia.

Awards: Bronze Star Medal, Air Medal, Vietnam Service Medal with One Service Star, Vietnam Campaign Medal, National Defense Service Medal, Air Force Good Conduct Medal.
