Irwin was a son of Irwin Applegate, Sr. (1806-1902) & Catherine McMonigle (1809?-1895).
Irwin married Fannie I. Wolfe (1864-1936) on June 5, 1884 in Harrison County, Indiana. The marriage ended in divorce. They had seven identified children.
Irwin served in the Civil War, 59th Indiana Infantry. He claimed total disability based on a rib fracture, recurring rheumatism, and neuralgia acquired during military service. He lived at various times in the Soldier's Home in Dayton, Ohio and the National Soldier's Home in Washington County, Tennessee. He also suffered from chronic alcoholism.
