Pennsylvania Governor and Chief Justice. After graduating from the Episcopal Academy, in 1910, he earned a law degree from the University of Pennsylvania, in 1917 and practice law with the law firm of Bell, Murdoch, Paxson and Dilworth. He was the Assistant District Attorney of Philadelphia, in 1922 and District Attorney of Philadelphia, (1922-25). He was chairman of the Republican State Committee, in 1938 and Secretary of the Commonwealth's Department of Banking, (1939-42). He was elected as a Republican the 18th Lieutenant Governor of Pennsylvania, serving (1943-47) and after Governor Edward Martin resigned to take a seat in the U.S Senate, Bell automatically succeeded him as the 33rd Pennsylvania Governor, in 1947. After his short term, he resumed the practice of law and was appointed as justice of the Pennsylvania Supreme Court, serving (1950-72). He then lived in retirement until his death at the age of 81.
