U.S. Congressman. Born in Providence, Rhode Island, he moved with his parents to New York, in 1805 and to Pennsylvania, in 1816. He studied law, was admitted to the bar in March 1824 and commenced to practice law in Erie, Pennsylvania, in 1826. He served a Erie City Attorney, prosecuting attorney for Erie County in 1833, deputy attorney general for Pennsylvania, (1834-35), a member of the Pennsylvania State House of Representatives, (1836-37) and in the Pennsylvania State Senate, (1843-46). In 1859, he was elected as a Republican to the Thirty-sixth and Thirty-seventh Congresses, serving until 1863. Not a candidate for reelection, he resumed the practice of law until his death at age 91 in Erie, Pennsylvania.
