U.S. Congressman. He graduated from the Virginia Agricultural and Mechanical College, in 1880 and engaged in the real estate business. Entering politics, he was a member of the Virginia State House of Delegates (1889-90) and served in the Virginia State Senate (1893-1901). In 1901, he was elected as a Democrat to the Fifty-seventh Congress and to the next four succeeding Congresses, serving until 1911. An unsuccessful candidate for re-nomination, he moved to New York City and engaged in the insurance and real estate business, until his death.
