He attended the academies at Leesburg, Middleburg, Hanover, graduated from the law department of the University of Virginia, in 1879, was admitted to the bar and commenced to practice law in Winchester, Virginia. He was a member of the Virginia State Senate, (1887-94), judge of the circuit court for the seventeenth judicial district of Virginia, (1895-1916), editor of the Winchester Times and a member of the State constitutional convention. (1901-02). In 1916, he was elected as a Democrat to the Sixty-fourth Congress to fill the vacancy caused by the resignation of James Hay and reelected to the Sixty-fifth, Sixty-sixth, Sixty-seventh, Sixty-eighth, Sixty-ninth, Seventieth Congresses, serving until 1929. An unsuccessful candidate for reelection, he practiced law until his death.
