U.S. Congressman. He entered the hat business in Chicago, in 1878 and was director of the Cook County State Savings Bank. He was a member of the Chicago City Council, (1893-97) a member of the board of education, (1897-1903) and president of the Democratic Cook County committee, (1906-07). In 1909, he was elected as a Democrat to the Sixty-first Congress and to the five succeeding Congresses, serving until 1921. An unsuccessful candidate for reelection, he returned to his business interests and later died at age 79 while on a visit to Texas.
