     He was a graduate of the University of Delaware and owned and operated a fruit and vegetable brokerage in Dover, De.
     In 1928 he became a Charter Member of Cheswold Volunteer Fire Company, Chewold, De.
     He served as the first Fire Chief of Cheswold Volunteer Fire Company from 1928 through 1929.
     In 1936 Willard was elected as the first member of Cheswold to serve as the President of the "Delaware Volunteer Firemen's Association" (DVFA).
     In 1948 Mr. Boyce was elected to a two year term as the Treasurer of the State of Delaware. In 1951 he served as the Secretary of the State of the Delaware Senate.
