U.S. Congressman, U.S. Senator. He graduated from Oberlin College, in 1872; studied law, was admitted to the bar in 1875 and commenced to practice law in Cleveland, Ohio. In 1889, he was elected as a Republican to the Fifty-first Congress, declined to be a candidate after his term in 1891, was elected to the Fifty-fourth Congress and to the next seven succeeding Congresses, from 1895, until his resignation in 1909. He was then elected as a Republican to the United States Senate, serving 1909-15. Not a candidate for re-nomination, he served as chairman, Committee on Expenditures in the Treasury Department and was elected as a Republican to the Sixty-seventh Congress and to the next three succeeding Congresses, serving 1921-28. Not seeking re-nomination, he was appointed by President Warren Harding as a member of the World War I Debt Funding Commission, in 1922 and was chairman of the United States delegation to the conference for the control of international traffic in arms at Geneva, Switzerland, in 1925. In 1928, he was again elected as a Republican to the United States Senate to fill the vacancy caused by the death of Frank B. Willis and served until his death at age 77.
