She was born July 3, 1945 and was blessed to be adopted by wonderful and loving parents Henry Theodore and Verda Lowe Wahlquist. Julie was raised in Midvale, graduated from Hillcrest High School, and attended BYU and Weber State.

She began a forty-one-year career with the Department of Veterans Affairs, where she was a dedicated and often awarded employee. Julie retired from the VA in June 2008 and moved to Arizona a few months later to be closer to her youngest grandchildren.
