US Congressman. Born in St. Croix Falls, Wisconsin, he moved with parents to Rochester, New York, in 1856. He graduated from the University of Rochester in 1867, studied law, was admitted to the bar in 1868 and commenced to practice law in Rochester, New York. He was Rochester City Attorney (1874-80), then lived in Paris, France, (1890- 95), engaged in the study of European literature and was author of several historical books. Returning to Rochester, New York, he served in the New York State Assembly, (1898-1900). In 1901, he was elected as a Republican to the Fifty-seventh Congress and to the next four succeeding Congresses, serving until his death at age 62 in Washington, D.C.
