The great-grandson of Ethan Allen, the famed leader of the Green Mountain Boys in the Revolutionary War, he was appointed by President William McKinley to be the first ambassador to Russia in 1897 and a year later he became the Secretary of President Theodore Roosevelt. Under Roosevelt, he prosecuted a vigorous program by enlarging forest reserves and witholding mineral lands from exploitation. He removed incompetent or corrupt officials, uncovered frauds in administation of public lands and reorganized the administration of Indian Affairs.
