Florence was the daughter of Edwin Quinn Waltermire & Sarah Louisa Gould. She married on September 13, 1934, in Galena, Illinois, to Fred Ellsworth Coulter, son of Fred Earl Coulter & Verna Opal Kurtz. They married far from home, and did not reveal their marriage for about a year, since Florence was afraid of losing her job with the Marshalltown telephone company. During the Great Depression, married women with jobs were thought to deprive unemployed men of needed work.

Fred & Flo had two children: Dorinne Rosamund and Larry Ellsworth; and five grandchildren.

Flo had six siblings:
