Homer was born in Loyall, KY in 1929 to Charles E. "Ed" and Sudie Martin. He also had two brothers, Charles E., Jr. and George A. Martin. Homer attended Loyall High School, where he played football (#23) and basketball (#33), at which he excelled. He graduated in 1947.

In 1949, Homer married Bobbie Lay and they lived in Louisville, KY and also Clarksville, IN. During this time Homer worked for the railroad and for Louisville Gas & Electric. They have three children, Patricia, Homer, Jr. (Butch) & Robert. Homer was a devoted husband and father.

They moved from KY to Inverness, FL in 1955. Homer was also a well-respected businessman who owned & operated "Martin's TV & Radio Repair" for nearly 30 years.
