US Congressman. Born in Pleasant Grove, California, he graduated from State School San Jose 1891, taught school at Hollister, California, (1891-97) and then at Empire, Nevada, (1897-99). He studied law, was admitted to the bar in 1899 and commenced to practice in Carson City, Nevada. He also engaged in the newspaper publishing business and was district attorney of Ormsby County, (1900-10). In 1911, he was elected as a Republican to the Sixty-second Congress and to the next three succeeding Congresses, serving until 1919. Not seeking re-nomination, he resumed the practice of law in Reno, Nevada, was elected Mayor of Reno in 1923 and served until his death at age 60.
