U.S. Congressman, Montana Governor. Successful in ranching venues, he graduated from the law department of Valparaiso University Indiana, in 1903, was admitted to the bar and commenced to practice law in Lewistown, Montana. He served as attorney of Fergus County, (1905-09), was a member of the Montana Board of Education, (1908-12), judge of the tenth judicial district of Montana, (1913-21) and justice of the Montana State Supreme Court, in 1922. In 1933, he was elected as a Democrat to the Seventy-third and Seventy-fourth Congresses, serving until 1937. In 1937, he was elected as a Democrat the 11th Governor of Montana, serving until 1941. During his administration, he oversaw the expansion of the state bureaucracy, signed a bill to give the governor new powers in directing state government, the state deficit was eliminated and state bond interests were lowered. After leaving office, he returned to ranching until his death at age 72.
