New York Governor. After graduating from Cortland Normal School, he studied law, was admitted to bar in 1893 and established a successful legal practice in Cortland, New York. He also served as corporation counsel for the city of Cortland and was the 36th New York State Comptroller, (1901-03). In addition, he served as a New York Supreme Court Justice, (1903-13) and was a Court of Appeals judge, (1913-15). In 1920, he was elected as a Republican the 43rd New York Governor, serving until 1923. As Governor, the state government was restructured, a motion picture censor commission was formed, penal reform measures were authorized, a state department of purchase and supply was established and waterpower development was encouraged. After leaving office, he retired from political life, returned to his legal career and was director of the U.S. Steel Corporation until his death. In January 1952, the New York State Bar Association awarded Miller its first gold medal for distinguished service to the legal profession.
