West Virginia Governor. After attending the University of Virginia Law School, he was admitted to the bar and practiced of law in Fairmont, West Virginia. He served as Prosecuting Attorney of Marion County, was a member of the West Virginia House of Delegates and as Judge of the Circuit Court of the Second Judicial District of West Virginia. In 1890, he was elected as a Democrat the 8th Governor of West Virginia, serving until 1893. During his term, a State Bureau of Labor was established with the power to regulate mining. After leaving office, he continued to practice law and was director of the Fairmont Coal Company.
