Carroll was born December 23, 1932 in New Market, Iowa to Rex and Charlotte (Smith) Garvin. He served in the United States Army during the Korean War before being honorably discharged. Carroll was united in marriage in Clarinda, Iowa to Marian Sheirbon. The couple was blessed with two children: a son, Dennis, and a daughter, Vici.

Carroll enjoyed many pastimes, among them fishing and hunting. He liked to spend time working with his ponies. Carroll didn't know anyone for long before he called them friend or was sharing one of his many jokes with them. He just loved to be with people. His family was important to him and he treasured the time he spent with his children, grandchildren and great-grandchildren. He will be dearly missed by those who knew and loved him.

Left to cherish his memory are his son, Dennis (Susan) Garvin of Storm Lake; daughter Vici (Doug) Oehler of Storm Lake; grandchildren: Kristen Garvin, Melissa Oehler Freese, Jill Mills, Mandy Oehler Fisher and Adam Oehler; six great-grandchildren; sisters: Marcella (Don) Long, Diana (Raymond) Gray and Elaine McGhghy; special friend, Robie Rader; extended family and many friends.

Carroll was preceded in death by his parents, Rex and Charlotte Garvin.
