Son of Aubrey and Dona Mae 'Means' Askins. Joined the military after graduation from high school and served during WWII. He lived in San Francisco as a real estate broker until moving to Chillicothe, MO in 1956. He was the superintendent of the Chillicothe Parks for 11 years, retiring in 1981. He married Mary Rosalie Boehner on January 13, 1946 in Chillicothe, MO. They had a daughter, Beverly.
He was a member of the United Methodist Church, Grand River Historical Society, Vern R Glick Post 25, American Legion, and Lions Club, all of Chillicothe.
