U.S. Navy. Veteran of World War II, serving in the Atlantic Theater.

Paschel was the ninth of eleven children of Otto Lynn and Martha Smith Frazier.

He was married to Emily Larkey on June 1, 1940, in Woodward, Oklahoma. Their children were Darla Frazier Rutz, Sandra Kay Frazier Mounsey, and an infant son (1943-1943).

Paschel worked as a manager and bookkeeper of the Co-Op Elevator and Feed Lots. He retired after 35 years.
