Roman Catholic Bishop. He was named the ninth bishop and seventh Archbishop of the Archdiocese of Dubuque on March 19, 1962. On May 8, he was installed as Archbishop by the Apostolic Delegate at St. Raphael's Cathedral. He was present at all four sessions of the Second Vatican Council from 1962 to 1965 and implemented reforms initiated by the Council in the Archdiocese of Dubuque. He retired as Archbishop of Dubuque on August 23, 1983.
