Born to Mary Cecilia Proaps and Frank E. McAtee. He had a fraternal twin, J.C. When he was about 8 years old, his father began to show the effects of Huntington's Disease and his older brothers helped move the family from Kansas to the Sacramento area.

He was very active in athletics, played football and basketball at San Juan Union High School,graduated in 1947. After high school, he attended Grant Tech Jr. College where he was outstanding in football and basketball. He then transferred to Chico State, where he graduated with a degree in Education. After college, he was drafted into the U.S. Army. He did a tour in Korea during the Korean War.

He was married twice, his first wife was killed a car accident less than a year after their marriage in 1953. He then met and married Meredith Pruitt, a divorcee and the mother of Vickie. O.T. adopted Vickie, and they were the parents of Michael, Mark and Mathew.

He was a coach/teacher in the Novato school system when he began to experience the symptoms of Huntington's Disease. He and his wife bought and managed a resort in Guerneville, when the disease began to ravage him. He was placed in the California State Nursing Home in Petaluma, where he lived up until his death.

He was cremated and his ashes given to his children.
