Harry Winters Baker was the youngest of the three children of William Baker (born about 1845 - died before 1910) and Jeanette Biehl Baker (1861-1943). The family had moved to Texas from Louisville, KY, by 1880, living first in Marshall, where Harry's elder sister Mina Belle was born in 1881, followed by his sister Willie Crowder in 1885. Harry was born in Dallas but the next year, the family were in the census in Port Arthur, which became their permanent home.

Harry married Martha Emily Newby and the couple had one child, William Charles Baker, born in 1933. Harry was a marine clerk in 1920; in 1930 he was a clerk at a oil refinery; in 1940, he was a marine agent at an oil refinery. His WWII registration card identifies Harry's employer as Gulf Oil Corp.
