Rolla was the son of Franklin Barnabus & Laura Belle (Crooke)Garrett. He was born in Taylor Township, Doans, Greene County, Indiana. By the age of 11 (1910) his parents had moved him to Brown Township, Burns City, Martin County, Indiana; graduating from Burns City High School. Rolla further his education & attended Normal in Terre Haute, Vigo County, Indiana.

Rolla married Hildred Waggoner May 13, 1927 in Martin County, Indiana. They lived just outside of Burns City in Brown Township, Martin County, Indiana until the Crane Naval Base was developed & were moved into Burns City. They had 6 children.

Rolla dedicated his life to teaching others. His 1st year of teaching was in 1919 filling in for a vacancy in the Martin County School System in Loogootee, Martin County, Indiana. He walked through fields & woods 6 miles each day. Having no vehicle to drive at first & then many times roads were impassable due to weather but he never missed a day of teaching.

Rolla also taught at Brown Twp Schools, St Johns, Crane, West Union & Burns City for 40 years; retiring in 1960. He returned to teaching as a substitute for 9 more years before retiring again in 1969. At his 40 years he was recognized by the Martin County School System for his years of service to the school system.

He always said he never found anything he liked more than teaching.
