Howard, who resided at 2407 Lamotte Street, Wilmington, Delaware, served as a Private First Class as a pathfinder in the Headquartes Company, 513th Paratroop Infantry, 17th Airborne Infantry, U.S. Army Air Corps during World War II.

He enlisted in the Army on January 20, 1943 in Camden, New Jersey. He was noted, at the time of his enlistment, as being employed by the Railroad and as being Single, without dependents.

He "Died Of Wounds" received in an Airborne jump over Wesel, Germany.

He had served in the Air Corps for two years and two months at the time of his death.
