Mrs. Cowell was born in Virginia Beach. She was employed by the city of Virginia Beach and was a member and deaconess of New Jerusalem Church of God in Christ.
Survivors include her husband, Bertram B. Cowell; a daughter, Alex D. Cowell of Virginia Beach; her parents, Doris T. Spence of Virginia Beach and Elmer C. Spence of Philadelphia; three sisters, A. Maria Ford and Vickie C. Hughes, both of Virginia Beach, and W. Savonda Johnson of Omaha, Neb.; and her maternal grandmother, Mildred Throughgood of Virginia Beach.
The funeral will be conducted at noon Tuesday in New Jerusalem Church of God in Christ by the Rev. B.K. Throughgood. Burial will be in Colonial Grove Memorial Park. The body will be placed in the church at 10 a.m. Tuesday.
Friends may join the family at 133 Burford Ave. Community Funeral Home, Virginia Beach Chapel, is handling arrangements.
