US Congressman, Confederate Congressman. He attended Bethany College in what is now West Virginia before engaging in agricultural pursuits at his family's estate, "Spring Grove Manor," near Bowling Green, Virginia. After serving in the Virginia House of Delegates, he was elected as an Independent Democrat to Congress and served from 1859 to 1861. Elected to a second term, he chose not to take his seat, but sided with the Confederacy. He served in the First and Second Confederate Congresses, from 1862 to 1865. He was an arbitrator in 1871 to define the boundary line between Maryland and Virginia.
