Rose was the daughter of Andrew Mooney and Helen McGarrity. She married Patrick Sweeney in Bathgate, Scotland, on June 25, 1863. After Patrick's death in 1892, she and most of her children immigrated to New Jersey in 1898. She and Patrick had twelve children.
