Richard E. Wills was born in Council Hill, IL, the oldest son of John and Mary (Rick) Wills. He spent his whole life in Council Hill except for a few years in Franklin County, Iowa. Richard married Eliza Mitchell in Iowa on July 5, 1886. Richard farmed, but did hold a township office for several years. Richard died at his home in Council Hill on July 31, 1915. He is survived by his wife, a son Albert, a daughter Mrs. Elmer Bastian. Three children died in their childhood.
