Washington was the youngest child of Edmund Caldwell and Nancy N. Davis Caldwell of the Coronaca area of Abbeville (now Greenwood) County, South Carolina.

The Caldwell's and many of their relatives and associated Abbeville, South Carolina families migrated to Greene County, Alabama between 1820-1840. Washington's elder sister Julia Ann Caldwell, wife of John Drew Holly, moved to Delhi, Richland Parish, Louisiana with her family and his widowed mother Nancy. Their burial places are unknown at this time. Washington's elder brother John Thomas Caldwell is buried in the Forkland Methodist Church Cemetery in Forkland, Greene County, Alabama.

W. J. married Virginia S. Wilburn (1838-1877) in Greene County, Alabama on April 23, 1852. Virginia was a school teacher. They had three children, G. W. Caldwell (1853-bef 1870, his burial place is unknown), Maclin Alice Caldwell (1855-1931) wife of John Robert Hill, and Julia Ann Caldwell (1858-1918). Virginia is buried with her siblings and their families in Spence Cemetery near Moundville (formerly Carthage) in Hale County, Alabama.

Sgt. Co. H 36th Alabama Infantry, CSA. Constable, Perry County, Alabama 1863-1864. Postmaster, Five Mile, Perry County, Alabama 1859, 1863, 1865. Justice of the Peace, Perry County, Alabama 1862. Physician and druggist, Mason, merchant, Democratic Party Delegate, political activist, wholesale liquor dealer, real estate investor and owner of several coal mines. Accomplished equestrian and horse breeder and owner of several prize winning registered Trotters and Pacers. In his late 70's and early 80's he raced his own horses to victory.

W. J. married secondly school teacher and family acquaintance, Mary Thomas "Mamie" Parker (1864-1960) on February 8, 1898 at the Belmont Methodist Church in Belmont, Sumter County, Alabama. W. J. and Mamie had two children, Washington Jackson Caldwell II (1901-1965) and John Robert Caldwell (1903-1971).
