The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross, in lieu of a previously issued Certificate of Merit and Distinguished Service Medal, to Acting Hospital Steward Walter K. Barnes, United States Army, for extraordinary heroism while serving with Hospital Corps, in action on 3 June 1900, at Province of Bulacan, Philippine Islands, during an engagement with insurgents for going forward to the firing line and applying first-aid dressing to a soldier who had been wounded fatally.
