According to Mt Hope Internment Records (https://www.lib.rochester.edu/IN/RBSCP/Databases/IMAGES/MtHope/disc1/00000448.pdf), Roswell Cleveland was buried in Public Grounds Row 20, Grave #71. The location of Rows 1-24 of the Public Grounds is a mystery, but a current hypothesis is that these burials occurred in what is now Section MM of the cemetery and was called "Public Ground" on maps from the 1885-1890 time period. Notations on a more modern map suggest that public burials in Section MM were then subsequently removed to a 3-row section in the middle of the current public grounds (denoted "PG1" on the cemetery map available here: http://mcnygenealogy.com/cem/mh-intro.htm) when the modern Section MM was created in the 1890s. This is a photo looking down the relevant row (with the tree in the middle) where the pre-1900 grave markers in PG1 are found, presumably from these removals. Unfortunately, Roswell Cleveland's marker is not among the very few (surviving) legible markers found in the Public Grounds section, so the best that we can say is that he may be buried in or near this row.
