Milton was the grandson of Obediah Lingo and Mary Tilghman, who moved with their family (including Milton's father James) from the Eastern Shore of Maryland to Ohio about 1820.

Milton moved to Iowa with his parents sometime between 1836 and 1840. He traveled overland to California in 1849/1850, along with his brother Henry, in a party led by Vance Davidson. He returned via sea, "around the Horn", in 1850, and went back to farming. He married Florinda Day in 1853. They had one child, Charles. After Florinda's early death, he married Sarah Ann Marling in 1856. They had seven children: David, George, Frances ("Fanny"), Mary, John, Letha, and Arthur.

He enlisted as a Private in Company "G", 22nd Iowa Volunteer Infantry on 8 August 1862, along with his brothers Henry and Cawsey, his brother-in-law Samuel Marling, and Samuel's cousin John Marling. Milton eventually rose to the rank of Second Sergeant of the Company. He participated in the Vicksburg Campaign of 1863 and in service on the Gulf Coast in 1863-64. Because of illness, he transferred to the 3rd Regiment, Veterans Reserve Corps, in April 1864. He was discharged for disability at Fort Ellsworth in Alexandria, Virginia on 28 October 1864. His brothers both died of disease while in service.

After his discharge from the Army, he resumed farming near Riverside, Washington County, Iowa. Eventually, the lingering effects of his wartime service made it too difficult for him to perform much labor. In later years he was active in veterans' affairs, including reunions organized by the 22nd Iowa veterans organization. He lived in Riverside until shortly before his death, when he moved to his son John's home in Muscatine. He is buried near his wife Sarah, and children David, Letha, John and Mary.
