Nadine was just 23 months old when she tragically passed away too soon while in Foster care. The foster parents had no training, werent checked out properly for criminal records and were improperly supervised by an overworked Child and Family Services employee. When it was found that both foster parents had criminal records for assault and drink driving, Nadine was already in their care and so wasnt removed.
