Charles was born in Rockhouse Creek, Magoffin County, Kentucky the son of Isaac W. "Little Ike" Montgomery and Louisa Howard. On October 21, 1920 Charles married his first wife Della Manns at the home of her father and mother, Green Manns and Elizabeth Howard, in Magoffin County, Kentucky. They were married by W.C. Howard. Charles and Dell had one child, daughter, Zonia (Montgomery) Walker. Charles later married his second wife Mellie Pinson in Scioto County, Ohio. They had one girl, Faye (Mongomery) Womack, and one son, Charles Montgomery Jr. and raised his daughter Zonia (Montgomery) Triggs from his first marriage. After Mellie died Charles married a third time in Green County, Ohio. Upon his death he was buried beside Mellie. Charles was a Farmer and worked over 45 years for the Norfolk and Western Railroad as a freight checker and weigh master.
