Simeon was born in New York City, the son of Simeon Brooks and Elizabeth Mattocks Chapin. He was educated at Lawrenceville School for Boys before going to work for his father's stocks and bonds company in New York City. On November 9, 1926, he married his wife Elsa Bartholomay and they had three children: Claire, Marietta and Elsa.
