Bill was the son of James Nathan Williams and Mary Abigail Smith. He was a twin to Alexander Stephen and they were the youngest in the family. Their siblings were Odie A, Toccoa Viola and James C Williams.

He was born in Elbert county, GA and after his mother's death when Bill was 17 he moved to Greenville, SC where he married Cordie Lillian Ballenger. They are the parents of Katherine B Williams Linville and Dalton Perkins Williams, Jr.

His WWI draft registration card indicates that he worked for Southern Railway and "has a rupture".
