Jess B. Carpenter, 69, of Batesville died Wednesday afternoon in the Baptist Medical Center at Little Rock. Born at Rosie, he served in 3 different elected county offices & 1 term in the state House of Representatives. His political career began in 1946 when he ran for & won a seat in the state House of Representatives. He served 2 years. In 1950 Governor Sid Mcmath appointed Carpenter State Revenue Collector & he served until April 1952, when the new governor, Francis Cherry, brought in his own man.
Carpenter stayed out of politics until 1966, when he ran for county assessor. He was elected & served 4 years with his wife, Lula, as his deputy. In 1970 he moved over to the County Clerk's office, where he & his wife served another 4 years. During that time he wrote a book on county government. He was elected County Judge in 1974 & served in that office for 6 years. Amendment 55 to the state constitution totally changed the county judge's job while Carpenter was in office. The Quorum Court changed from a 35 to 40 member panel meeting once a year to an 11 member legislative body meeting once a month. When Carpenter retired as county judge at the age of 67, his political didn't end. There was a special election to select someone to complete the unexpired term of Batesville Mayor Payton Golden in may of 1981, & Carpenter was a candidate. It was one of his few political defeats.
Since then, however, he has been active in Democratic party politics, serving as county chairman for the re-election campaign of Rep. Bill Alexander & as a state officer in the Senior Democrats, a group he helped organize. He was a past president of the Batesville Civitan Club & a member of the West Baptist Church.
Survivors are his wife, Lula Penn Carpenter of the home, 2 sons, Dixie Carpenter of Batesville & Howard Lee Carpenter of Pleasant Plains; 2 daughters, JoAnn Parker of Vacaville, California & Kathleen Knight of Batesville; 2 step-daughters, Evelyn Waters of Little Rock & Zayna Conner of Newport a brother, George Carpenter of Ukiah, California; a sister, Opal Huff of Salado; 15 grandchildren & 3 great-grandchildren. Funeral services will begin at 2 P.M. Friday at the West Baptist Church with the Rev. Leslie Riherd & Ralph Wallis officiating. Burial will be in the Egner Cemetery with arrangements by Crouch Funeral Home of Batesville. Memorials may be made to the Arkansas Heart Fund. County Judge Jim Pearson said the County Courthouse would be closed Friday at 1 P.M. for the funeral.
