He was the son of Daniel Patrick Sinclair and Lillie O'Brien Sinclair and the husband of Blanche Huggins Sinclair. He was the father of Lillie Anne Sinclair, Neill Archie Sinclair, Jr., and Zachary Thomas Sinclair, Sr.. In 1935, he earned his Associate's Degree in Commerce from the Presbyterian Junior College in Maxton, N.C. He first got a job as a bookkeeper at the Dunlap Sawmill in Little Rock, S.C., and later worked at a sawmill in Wallace, N.C. He also ran a store in Little Rock for a short period of time. He later gained employment with Dillon Wood Works and worked there for 20 years. He retired when he became too ill to continue. He was also a deacon in the Little Rock Baptist Church and sang in the choir.

Neill and his two sons were racing enthusiasts and owned their own race car. They were a fixture at the local racetracks for many years.
