Emmett Lee "Bud" Bailey was the son of John Madison "Matt" Bailey and Sarah Antoinette Kerr. He married Mabel Gertrude Kutz.

Mr. Bailey built the Bailey Building (now the Appalachian) and the Bailey Lumber Company. He also owned Bluefield Rock Quarry, the Bluefield Automobile Agency and many other business buildings and apartment houses. He formed Home Creek Smokeless Coal Company.

He served on the Bluefield City Council and was elected Mayor. Mr. Bailey was chairman of the Board of Bluefield Supply Company and President of Flat Top National Bank.
