U.S. Congressman. He attended the Edgar Academy, engaged as a civil engineer (1852-56), studied law, was admitted to the bar and commenced to practice law in Paris, Illinois. He was a member of the Illinois State Senate (1864-68), a member of the board of investigation of State institutions and judge of the Edgar County Court (1886-92). In 1893, he was elected as a Democrat to the Fifty-third Congress, serving until 1895 and reelected to the elected to the Fifty-fifth Congress, serving (1897-99). An unsuccessful candidate for reelection, he was delegate to the Democratic National Convention in 1908.
