Son of Henry & Fredka Sophia Culp and the husband of Charlotte Weaver Culp, who died in 1876, and Catherine "Katie" Smith Culp, whom he married August 11, 1878. In 1860, he was plasterer and farmer living in Gettysburg, Adams County. He stood 5' 6" tall and had brown hair and hazel eyes. Died at home while on furlough from the Erie Soldiers' Home.

A Civil War veteran, he enlisted in Gettysburg September 2, 1861, with Co. F, 87th Pa Inf, at the rank of private. Captured at the battle of Carter's Woods June 15, 1863, and imprisoned at Belle Isle in Richmond. Exchanged, he returned to the regiment October 12, 1863, and was honorably discharged in York October 13, 1864.
