Son of Sabrina and Phineas Chapin. Graduate of Williams College in 1814. Studied the law with his brother-in-law James Pindall. In December of 1818 he married Nancy Gibbs Sommerville. Phineas practiced law in Clarksburg and was clerk of the court for Harrison Co. Va. (then).
