US Congressman, Lawyer. He was a United States Representative from the State of Pennsylvania. He was born one of six children to John McCullogh (1803-1884), and his wife Eliza Catherine Welty McCullogh (1820-1882), in Greensburg, Pennsylvania, on October 10, 1847. He was educated locally and attended the common public schools before attending the prestigious Washington College, later Washington and Jefferson College in Washington, Pennsylvania. He then served as a Second Clerk under Captain W.B. Coulter, the Provost Marshal of the Twenty-First District of the State of Pennsylvania during the Civil War. Following his service during the Civil War, he attended and graduated from the prestigious Princeton University in Princeton, New Jersey, in June of 1870. He then studied law with John A. Logan and W.H. Markle and was admitted to the bar in 1872, and eventually commenced to practicing law shortly thereafter in Greensburg, Pennsylvania. He then served as the Assistant Solicitor for the Baltimore & Ohio Railroad (which was the first common carrier railroad and the oldest railroad in the United States with its first section opening in 1830), before he entered politics. He then decided to run for a seat in the United States Congress and was elected to succeed the outgoing United States Representative Charles Edmund Boyle (1836-1888), on March 4, 1887. A Member of the Republican Party, he then served Pennsylvania's 21st District (Fiftieth Congress), in the United States House of Representatives from March 4, 1887, to March 3, 1889. He was an unsuccessful Candidate for renomination in 1888. Following his term in the United States Congress he was succeeded in office by the incoming United States Representative Samuel Alfred Craig (1839-1920), on March 4, 1889. After his term in the United States Congress, he resumed his practice of law in Greensburg, Pennsylvania, until his death on August 31, 1889. He passed away unexpectedly in his native Greensburg, Pennsylvania, on August 31, 1889, at the age of 41. Following his death, he was accorded a funeral service by the Kedron Commandery, Knights Templar with a Cornet Band following the procession to his final resting place when he was then buried in Saint Clair Cemetery in Greensburg, Pennsylvania. The funeral service was the largest one ever held in Greensburg, Pennsylvania, at the time, with many distinguished people in attendance. He was also a Member of the Phi Beta Kappa. He was married to Ada Bell Markle McCullogh (1858-1929), in Greensburg, Pennsylvania, on June 13, 1872, and the couple had two children together, Harry Markle McCullogh (1874-1890), and Eliza McCullogh (1886-1967). His wife Ada survived him by forty years passing away in Greensburg, Pennsylvania, on November 23, 1929, at the age of 81.
