United States Army Major General. Born in Edinburg, Missouri, he began his military career graduating from the US Military Academy in in 1881, commissioned a 2nd Lieutenant in the 8th US Cavalry. From 1885 to 1889, he taught military tactics at University of Missouri and also earned a law degree. He saw frontier duty in the Dakotas (1889-91) and was promoted Major acting Judge Advocate General of the Department of the Platte at Omaha, Nebraska, in 1895. Appointed Lieutenant Colonel, he served as judge advocate in the Philippines in 1898. He was promoted Colonel Chief of 1st Division of the Army's first General Staff in 1903 and served on the staff of provisional governor of Cuba, (1906-09). In 1911, he was promoted Brigadier General Judge Advocate General of the Army and while in position his comprehensive military plan for World War I included the Selective Service Act, the national draft, adopted in 1917. In 1917, he was promoted Major General and retired from active service in 1923, when appointed as United States Ambassador to Cuba, serving until in 1927. When he returned to the United States, he entered private law practice, serving until his death at age 73 in Washington, D.C.
