Noel was a native of Elm Grove where he lived until moving to Haughton. He was a member of the Methodist church and Masonic lodge.
Surviving are his widow; three sons, Paul Franklin of Shreveport, Lester B Franklin of Denison and Kenneth Ray Franklin of Haughton; four daughters, Mrs C.D. Dew of Fort Worth, Mrs T.E. Tennyson of Shreveport, Mrs. Donald Johnson and Miss LaDonna Franklin, both of Bossier City: two brothers, Dosier Reid Franklin of Bossier City and Ernest Franklin of Columbia, and a sister, Mrs Junie Mae (Howard) Welch of Bossier City.
Noel's mother Ida Laura Kirkpatrick, died in 1899. His father, F. E. Franklin re-married widow, Mrs. L.N. Phennel (Lizzie Neal Skipper)1901. "Neal" had a son, James Curtis Phennel, the same age as Claude Clinton Franklin.
In 1902, his father and step mother had a daughter, Junie Mae.
In 1904, his half-brother, Zack Francis Franklin was born.
Noel Lester Franklin, Dosier Reid Franklin, Claude C Franklin, Junie Mae Franklin "Welch", Zack Francis Franklin and parents, Francis E Franklin, Ida L Kirkpatrick Franklin plus step-mother, L. Neal Skipper Franklin are all buried in this cemetery.

Arrie D married J W (Jimmy) Skipper. They are buried just a few miles away at Springhill Cemetery, Ringgold, La.
