Keenan was born on July 14, 1925, in Perry, Mo., to Pearl and Annie Keenan Graves. He graduated from the Perry High School, was a member of the Teamsters Union, was the head coach of the Cedar County Boxing Club from 1975 to 1983, and proudly served his country two times from 1942-1948 in WWII and from 1951-1954 in the Korean War in the United States Navy. Keenan was united in marriage to Joyce Amelia Wood, July 23, 1955, in Davenport, Iowa. Keenan worked as a millworker for Nichols Aluminum in Davenport from January 26, 1959 to October 15, 1989.
Keenan is survived by his five daughters, Sue (Steve) Fowler of Montpelier, Iowa, Catherine (James) Graft of North Liberty, Iowa, Carol (Carl) Fobian of West Branch, Iowa, Patricia (Eric) Deporter of West Branch, and Deborah (Dennis) Driscoll of Tipton, Iowa; three sons, Robert Graves of Calif., Keenan (Shelia) Graves of West Branch, Iowa, and Ted Graves of West Branch; five stepsons, Danny (Donna) McDonald and Terry (Kim) McDonald of West Branch, David (Diane) McDonald, Mike (Maggie) McDonald and Timmy McDonald of Davenport, Iowa; 46 grandchildren; 81 great-grandchildren and one great-great grandchild; sister, Mary Phillips of Santa Anna, Calif., and brother, Jack Graves of Santa Rosa, Calif. Keenan was preceded in death by his parents; his wife, Joyce, on November 5, 1993; and two infant sons, Paul Graves and baby Graves; grandson, Stephen Fowler; brothers, Robert, James, Danny, William, Jerry and Ted Graves; and sister, Marguerite Curtis.
