Memorial services for Jane H. Carnegie, 78, of Point Loma, will be at 3 p.m. Monday in All Souls' Episcopal Church. Humphrey Mortuary is in charge. She died July 11 in a hospital.
Mrs. Carnegie, a native of Columbus, Ohio, lived in the county 50 years. She was director of staff development in the county Department of Welfare, retiring in 1970 after 31 years' service.
She taught English and music to blind girls in Canton, China, from 1929 to 1937, was an American Red Cross volunteer and held a master's degree in social work from the University of Southern California. Survivors include a sister, Margaret Lerch of Easton, Pa.

Jane H. Carnegie, 78, who was responsible for development of the in-service training program in the San Diego County Department of Welfare, died July 11 at Scripps Memorial Hospital.
A daughter of missionaries, she had taught in China under a mission grant. She moved to La Jolla several years ago but had lived in Point Loma for many years before.
She was among the first to receive a degree in social work, which in the 1930s was just being recognized as a profession. She took her master's degree in social work from the University of Southern California.
In the late 1930s Mrs. Carnegie was hired by the county Welfare Department, now the Department of Social Services, as a member of the Escondido administrative staff. Later she was asked to organize and head the new program of in-service training for the entire department.
She retired as director of staff development Oct. 1, 1970, after almost 31 years in the department.
Memorial services will be at 3 p.m. Monday in All Souls Episcopal Church in Point Loma. She was a member of the church and had done much volunteer work in church-sponsored projects and activities. Cremation was planned.
Mrs. Carnegie was born in Ohio, and her parents, Presbyterian missionaries, took her to western India when she was an infant. She grew up and was educated there, returning to the United States in 1922 to study at Western College for Women in Ohio.
In 1929 she went to China to teach English under the auspices of the Presbyterian Mission Board. She told friends that her favorite work in China was a music class she organized for blind girls. She met her husband, the late James Carnegie, in China, where he was an engineer engaged in the planning and building of a power plant in Canton. They were married in Shanghai. They returned to the United States in 1937 when the Japanese invaded China. They lived in Escondido and owned orange groves there.
