Born on November 29, 1888 to James Ploof and Elizabeth (Lizzie) A. Price in Scranton, PA, he was named Willis. He had one older sister, Florence M. and two younger sisters, Edna L. and Essie.

His mother died on the first day of 1895, approximately five weeks after Essie was born. Their father was in ill health. Florence and Willis were sent to the Harford Soldiers' Orphan Schools of Pennsylvania in August of 1895. Edna was adopted by Harry & Mary Hall (Mary was Elizabeth's sister), while Essie was adopted by John and Lydia Beemer/Beamer and called "Grace", with her middle name remaining Essie.

Sometime after leaving the orphanage his named changed to William La Ploof
